ലാലൂര് സമരം ഒരു പക്ഷേ, കേരളത്തിലെ മാലിന്യ സമരത്തില് ഏറ്റവും മാതൃത്വപരമായ ഒരു പങ്ക് വഹിക്കുന്ന ഒരു സമരമാണ്. ഒരു പക്ഷേ, കേരളത്തില് ആദ്യമായി കേന്ദ്രീകൃതമായ മാലിന്യ സംസ്ക്കരണ സംവിധാനം പരാജയമാണെന്നു കാണിച്ച ഒരു സമരമാണ്. ഒരു നഗരത്തിലെ മാലിന്യം ഒരു ഗ്രാമത്തിങ്ക കൊണ്ടിടുകയെന്നത് കേരളം പോലെയൊരു സ്ഥലത്ത് അസാദ്ധ്യമാണ്.
കേന്ദ്രീകൃത മാലിന്യ സംവിധാനം കേരളത്തില് പരാജയപ്പെടുന്നതിന് നിരവധി കാരണങ്ങളുണ്ട്. ഒന്ന്, കേരളത്തിലെ ജീവിത രീതി, ആവാസ വ്യവസ്ഥ, കേരളത്തിലെ മഴ, കേരളത്തിലെ ജലസ്രോതസ്സുകളുടെ വ്യാപനം, മനുഷ്യരുടെ ജീവിത രീതി അങ്ങിനെ പലതുമുണ്ട്. നമ്മുടെ ഭവന നിര്മ്മാണ രീതിയടക്കം ഇതിലുണ്ട്.
അതുകൊണ്ടു തന്നെ കേരളത്തില് വികേന്ദ്രീകൃതം അല്ലാതെയുള്ള മാലിന്യ സംസ്ക്കരണം സാദ്ധ്യമേയല്ല. ഇത് എല്ലായിടത്തും തെളിയിക്കപ്പെട്ട് കഴിഞ്ഞ കാര്യമാണ്. പക്ഷേ, ഗവണ്മെന്റുകള്ക്ക്, ഭരണകൂടങ്ങള്ക്ക് ഇതിന്റെയൊരു സാദ്ധ്യതയില്ല.
കേരളത്തിലെ മാലിന്യത്തിന്റെ ഏത് പ്രശ്നവും പരിഹരിക്കണമെങ്കില് ആദ്യം ചെയ്യേണ്ടത് റഡ്യൂസ്, റിയൂസ് ആന്റ് റീസൈക്കിള് എന്നതാണ്. ഇവിടെ റഡ്യൂസ് എന്നതിനെക്കുറിച്ച് ഒരാള് ചര്ച്ച പോലും ചെയ്യുന്നില്ല; നമ്മുടെ മാലിന്യ സംസ്ക്കരണത്തിനായിട്ട്. ഒരു ഗവണ്മെന്റ് ഏജന്സി പോലും റഡ്യൂസ് ചെയ്യാം മാലിന്യം എന്ന് പറയുന്നില്ല. മാത്രമല്ല, മാലിന്യം സമ്പത്താണെന്ന രുപത്തിലുള്ള തെറ്റായ പ്രചരണം നടത്തുന്നു.
ഒന്ന്, റഡ്യൂസ് ചെയ്യാതെ മാലിന്യം പരിഹരിക്കാന് പറ്റില്ല. രണ്ട്, മാലിന്യങ്ങള് മിക്സ് ചെയ്യുന്നുണ്ട്. മിക്സ് ചെയ്ത മാലിന്യങ്ങള് ഒരിക്കലും ബയോഡീഗ്രൈഡബിളാക്കാന് പറ്റില്ല. ഡീഗ്രൈഡബിളും ഡീഗ്രൈഡബിളല്ലാത്തതും ഒന്നിച്ചു ചേര്ന്നു കഴിഞ്ഞാല് അതോടു കൂടി ആ മാലിന്യ സംസ്ക്കരണം പരാജയപ്പെടാണ്.

consider in waste disposal of Kerala. But, there is not even a discussion in a
government agency to reduce waste and the wrong information is passing that the
waste is wealth.
First thing, can’t
solve the waste problem without reducing. second, can’t be bio degraded when
wastes are mixed. When the degradable and non degradable wastes are mixed up,
the waste disposal will be a failure.)
